Be part of extending the Stockholm Metro
The administration is responsible for carrying out the extension of the Stockholm Metro. This involves planning, detailed planning and constructing a new metro and new stations on four different sections. Our assignment also includes planning new vehicle depots and procuring signalling systems and rolling stock.
We conduct procurements in accordance with the Utilities Procurement Act (LUF). The Act applies to the procurement of construction, goods and services in the areas of water, energy, transport and postal services.
Procurements of goods, services and construction work will be made in full international competition. In the case of procurements according to LUF (railway-related operations) above certain threshold values, a pre-qualification system is used. This means that these procurements do not need to be advertised.
Procurements that promote sustainability
We set high environmental requirements when procuring both goods and services. By setting high requirements and controlling the selection of goods and services used in our various operations, we can also affect what is available in the market and be more environmentally adapted. This leads to a more efficient use of resources and better adaptation to the eco-cycle.

Sweden’s county councils and regions collaborate on setting social requirements for procurements. All products and services that are purchased are to be produced under sustainable and responsible conditions. This is accomplished among other things by means of a common code of conduct for suppliers that is based on the International Labour Organization’s (ILO) eight core conventions, the United Nations’ Declaration of Human Rights, the Convention on the Rights of the Child and the manufacturing countries’ national legislation on labour welfare, work environment legislation and labour law.
To be able to participate in a procurement conducted by the Extended Metro Administration you must first register your company in Achilles Systems’ (AS) qualification system TransQ for pre-qualification.
We primarily announce procurements in advance via the TransQ qualification system. Some may be advertised via Opic/Visma to announce that a procurement is to be made. Unless stated otherwise, qualification of suppliers is done via TransQ.
Participate in a procurement
In order to participate in a procurement you need log-in authorisation for the TendSign sourcing tool. Up to ten user accounts per organisation name can be registered without charge. You can find more information about terms and conditions on Visma Opic’s website.

Pre-qualification (primarily construction work)
When procurements are made through the Utilities Procurement Act (LUF), it is possible to pre-qualify suppliers. We have chosen to use Achilles Systems’ (AS) pre-qualification system TransQ.
Qualification involves an assessment of the suppliers, their technical capabilities and capacity and their financial standing. It is the suppliers qualified through TransQ who receive an invitation to tender. You can read more about how to register your company in the system on Achilles’ website.
Invitation to tender
When making procurements we use the Visma Opic procurement portal through the TendSign sourcing tool. If you are invited to participate in a procurement you receive an invitation through TendSign. The scope of the procurement is presented in the tender documents. The tender documents also state how the comparison of the tenders will be made and the times that apply for the procurement. To participate in a procurement you must register an account in TendSign.
Regarding call-offs in the case of consultants, we at the Extended Metro Administration and the Traffic Administration have a framework agreement with a consultant broker who provides consulting services. The name of the supplier of the consultant brokering service is ZeroChaos and they handle all consultant enquiries in the fields of IT, technology and administration on behalf of the Traffic Administration.
To be able to receive requests in connection with call-offs, you need to register your company with ZeroChaos.
